They're both Korean blogs; and according to them, this list is from 파후 4월호분 (Pahu?? May issue), which literally is a shojo manga magazine I think. The second blog saids he/she got the list from different blogs that had the same list which saids they got it from the magazine. The magazine Pahu releases the top 100 most popular manga list every April each year with other top manga related lists. Also, one of the blog owners mentioned he/she may have made a mistake translating Japanese because he/she doesn't know kanji very well so I guess Pahu is a Japanese magazine...
I have no idea what this magazine is from the beginning so this is all the info I have. There is also a 2004 top 100 I found, (I'm translating the 2005 one right now) but I'm too lazy to translate all that. (though in that one, FMA's top 3)

Best manga is still not finished and after I come back, I'll do the best seiyuus and the best new mangakas.
