I agree that the first one seems to have better overall balance, because that pose of both drawings is raising the right arm, I think the body slightly leaning dwon on the left, like the first one, makes viewers feel more "naturally comfortable," I think, from sort of Chinese "feng shui" kind of way.
And, since raising right arm (which is on the left half of the pic from our point of view), which is a movement, and that's giving left half of the drawing more weight (viewers will feel more energy when looking at the drawing of dynamic movement, than when looking at the drawing of static pose, I think), so, the top one having more volume on the hair for left half of the head (which is right half of the pic for us looking at the pic) to counter-balance the raising of the arm on the other side of the pic makes the whole drawing looking more balanced, IMO.
Hence, between the two, I like the top one better.
