Of course not. Maybe now that Square has merged with Enix, they aren't too paranoid about going bankrupt, so they put less effort in their games.

How? To me, the marketing is still the same quality, really. They just do more of it now due to the competition. Without the competition, they didn't need to market quite as much because their products will be the majority of what consumers see.

That's how it works in the business world, isn't it? But if the things they sell are inferior compared to products from their older days, then word will spread, and marketing usually cannot fix these words.
