Aw, well... I was really confused to hear this song! I wonder, what made Arakawa-sensei put a Russian song into his anime?

I thought it was german...I mean, full metal alchemist is basically based on something with Germany if it's got the word "fuhrer" in it. But then I could be mistaken about which language that word came from...
The song is just based on the anime. The anime is set somewhere in Europe be it in Germany or Russia. Of course the option of having a foreign song would be available. And it wasn't a bad idea either. If the anime doesn't exactly use japanese names and they use names like Edward Elric and Roy Mustang, then I would sort of expect a song like this anyway. And by the way, Arakawa-sensei is a woman.

Well, I don't know about Arakawa having much of a say in the
FMA anime production <___< And him being a female... I just consider Arakawa a "them". This everlasting debate about sensei being female/male is slowly but surely getting to poor me.

. If you want, I can translate it. But it is really surprising - I would expect an english or a german song in that anime, because the names came from that languages.

Aw, well... Here is it! There's no author of this song mentioned BTW. And I also wanted to say, that those are not just japanese singing russina, but true russian kids singing good and gramtically right russian song.

i found this fan made mv fearuring the song "brother", with chinese translated lyrics as subtitles
my download screwed up but i will give you the first part of the song. It's not direct translation (russian->chinese->English) but hey, better than nothing

Well I was really about to mention Ghost In The Shell: StandAlone Complex and their 2 opening songs(Inner Universe and Rise) made by the same Russian woman: Origa. I don't mind for russian songs in the anie since so far they have proved to be beautiful.
Maybe there are quite some Russian in Japan and both countries have long commercial relationships (not that far from Siberia or Vladisvostok). As far as I know, Origa has been quite a while in Japan.

Try getting Fields of innocence by Evanescence too. You might have to WinMX or Kazaa though, I havent found it direct, it fits in with FMA really well (I saw and AMV with it). That'll make you sad too ;_;, Amy Lee has such a beautiful voice.
