Anyway, digging through all 80+ of mad fangirls/boys thread, I came to the whole matchmaker idea using Havoc as a tool (poor Havoc)
Well, since that idea was deemed to fail and abandoned, I'll say use Hohenheim instead:

The man has 400 years+ of flirt experience and is a true sweet talker. Although the 1st lieutenant is always looking stern and strong, I'm sure Hohenheim can figure out a way to sweep her of her feet. Just imagine Hohenheim-Ross scene with Ross replaced by Hawkeye (kawaii....) ....followed by Roy's expression just like in the manga when Barry is all over Riza .......several roast Hohemheim later, Roy will start to respond to Riza's affection more seriously

For the "how they meet" part
'n referring to the anime again and how much the lieutenant understand and "feel" the colonel, she must be like Hughes: that is she's aware of Mustang's motivation to become the fuhrer, which is to revise the military policy to reduce suffering.
That combined with her affection for him (this got to start somewhere, bootcamp sounds very much possible, but judging by how much she can tell his inner feeling eg. stopping in front of Hughes house, perhaps they're childhood friends???) create the faithful/loyal lieutenant we know.

Yes, yes *nodds her head convincingly*. The manga is the original ... so that's the real one.. *Loses grip of reality*.
But I love the anime anyway not matter what. It's almost on line with the manga and shows the story in different way... Both have their good points, but if there is something "better" in the manga I can always side with that .

then (in a perfect sequel where Ed & Al & Hohenheim live happily ever after), Roy and Riza co-workers asked Ed&Al help to make "it" happen.
Of course, even w/ Ed objection, the naive/good-hearted Al promise to help and ask the flirting expert aka. Hohenheim to make some "adjustments" to the 1st Lieutenant...and then.....but....at the end......*chorus sing*....

Oh, sorry... being stupid again. How sweet of Hohenheim .
And to think that the others would be supporting their relationship too... still it would be kind of suspicious with everyone meddling around .

yep , the easiest way to deal with oblivious men (aka. Roy no baka) is to show them that they got competition...
Col. Mustang has to act fast or he'll lose Lt. Hawkeye to some 400 years old fart.
...hum, that's not too bad actually. Come to think of it, the Lieutenant can be a good mother figure to the Elric brothers (fanfic idea ). She has that nature of strict discipline and yet loving gentleness.
From their interactions in the anime & manga, Riza has that cheerful & kind gesture as well as stern act towards the brothers (when she welcomes them back in East headquarter, after fight w/ Scar, arguing w/ Roy that his reasoning is adult reasoning as if she fully understood the brothers kids nature, etc. she shot them for what they did, etc).
She won't have any problem dealing with Ed's bratty attitude or Al's somewhat-naive kindness. The brothers seem to look up to her as well, although it's uncool for mom to salute her son (but Ed is military dog no more, so that's taken care of). Also.....*~* ok, this is getting too weird so gotta stop here...

roy needs the array of the fire lizard of his gloves to perform alchemy... i guess he wasn't crazy enough to have them tattoo'd on his hand like kimblee.
