i think he has to know how to swim. it might be in basic military training. if you fall in the water do you want to drown?

While that would make sense, wasting money and time teaching every soldier how to swim just for that one area? Doesn't seem likely. Plus, there appeared to be no military pressence in that place whatsoever. It's not a very strategic or valuable piece of land - since it's sinking - so I doubt there'd be any need to protect it or any enemies would go after it.
Now, if the military were to have a battle out in a water area where swimming was required, they would probably prepare the group going into that battle appropriately and show them how to swim then. But I cannot picture them teaching every soldier how to swim when it doesn't appear to be neccesary in their country or the ones around them. It's just not efficient enough. You want soldiers out and ready as quick as possible - you don't wanna waste time teaching them something they'll probably never have to use while on duty.

im pretty sure that he could swim. though he might not do so often or even at all, im sure he has the strength to
at least keep afloat. his form may not great, hell he may even swim like those 5 year olds you see in the deep end violently padling their arms and kicking just to get to the side.

(it`s people like those who force me to pay attention at work (lifeguard) >.<)

I don't see how Roy being able or not being able to swim is important to the story. But I do think it would be funny if he couldn't, and Riza could, then they went to a beach and he attempts to go swimming. I bet she would jump in and save him.

Just thinking about what we've seen... I know in anime1 there were a whole bunch of rivers going through Amestris, like in the mountains. You'd figure that if you were raised around those, you'd probably want to know how to swim. Obviously, this could differ from the manga, and we don't really know where Roy was raised, but I'd imagine that he'd at least be able to keep afloat. Might they have had swimming pools by this time?
Okay, yeah, I'm drawing on the basing of Amestris off the Industrial Revolution in Europe a bit too much, probably, but for once, I'm actually trying to be logical about something concerning Roy.

Most people, when chucked into water, can work out some method of propelling themself through it and keeping their head above water. Also, he's in the military, it's probably required.

I'm pretty sure that in order to be in the military one of the basics is knowing how to swim. And if you don't know then they teach you at the academy or boot camp.
Ha ha, I bet he knows how, but he probably never does it, considering fire doesn't go too well with water.

Uh... yeah. Seriously. I don't see why this is a question. It would be a
serious issue if someone was in the military and couldn't swim. Maybe Roy doesn't like to swim, sure. I could see that. But I think it would be absurd if he couldn't.
