As for judging, it will be done in two parts. The first is the board-wide public vote to narrow the field, and then among the finalists the panel of judges made up of fanart experts among the board's administrative staff will decide on the 1st, 2nd, and 3rd place winners. 
I quite like that you've decided to do it that way. I've seen contests before where it has been completely poll based and some people have won purely based on how popular they are. This way it gives some of our newest members who we don't know yet a fair chance
