I don't know if I agree. He had Grumman's word that Raven was supposedly a good guy. He had Maes Hughes words that there were people in Central who would be ready to be on his side. Raven would have seemed like as good a person as any to try the waters with. He had to start somewhere, so he started with someone for whom he had as much of a recommendation for as he was probably gonna get.

I don't think that's luck, that speaks to the sort of person Roy Mustang is that he has people around him like that. As well Envy's suicide wasn't really lucky--Riza wasn't planning on letting Envy live in any case. Roy had already stopped before Envy's suicide. Now the situations set up were entirely different but still anime1 did not seem to take quite the same viewpoint of certain things.

I think the people around him were different because he was different and he was different because they were. Over time they had affected each other and contributed to events panning out the way they did. I think Brotherhood Riza would have tried to help him find another way(even if in the end they did have to do the same thing).
