edit: Also is the Ed, Al, and Roy individual action figures that are not part of sets? They look like it from the pictures.

Apparently bigbadtoystore.com has both the FMA Trading Arts figures (Ed, Bradley, Winry, & Scar) available for pre-order as a set as well as the Play Arts for Ed, Al, & Roy. From the site as well as seeing the hagarenbbs pics, I think the heads might be changeable(?).

For those curious about the naming conventions about these (especially if you've never bought a Square-Enix figure), 'Trading Arts' are basically the blind-box gashapon figures while the 'Play Arts' are the action figures that are roughly 7" tall - give or take depending on the character.

They look like they may be the second wave of the Trading Arts figures, but I'm not too sure. Didn't see anyone with this available for pre-order yet, but I haven't looked at all the usual places yet.

I'd say if anyone is going to San Diego Comic Con, Square-Enix usually has a booth filled with their upcoming figures, so you could probably find out more info there.

I was looking through Japanese sellers of that toy to see if any would ship outside of Japan, and so far no luck but during the search I run into this. .

I know these pics have been posted before. What pleases me is that now I know WHAT they are and who makes them, and other detailed info about these figures.

They are called "Playarts (improved) - Fullnetal Alchemist" and from Kotoukiya, the company that makes Playarts series of figues, and these are the "improved" version of the series. You can move arms on these figures to strike different poses, and they come with extra head with different expression, spare arm, extra stuff such as Silver watch, Roy's cap, Ed's Red coat, a cat to go into the armor for Al, etc. The scheduled sale date for all three figures is October 2009.
Price:
Ed & Roy : ¥4200 Japanese Yen (pre-sale special price at this site is ¥3230, tax included)
Al: ¥5040 Japanese Yen (pre-sale special price at this site is ¥3880, tax included)
Size: Ed is about 18.4cm high, Al is about 23.5cm high, Roy is about 19.7cm high.

They are taking pre-sale reservations now. ^^

They're indeed called 'Play Arts' and they're actually from Square-Enix (Kotoukiya is the company commissioned to make them for Square-Enix). The 'Play Arts' are Square-Enix's highly detailed, well-crafted action figures (other known Play Arts are the figures for FFVII, Kingdom Hearts, and other Square-Enix properties). Apparently these ones come with different heads & accessories for each character (usually Play Arts figures come with just extra accessories).

I have other Play Arts figures (3 Cloud Strifes, 1 Balthier, 4 Soras from Kingdom Hearts, 1 Roxas, 1 Judge Gabranth, 1 Zack Fair, & 1 Auron) and can vouch that these figures are well-worth the price.

In the US, BigBadToyStore has them available for pre-order

According to the Amazon.JP page, these are banks. I'm guessing you put the coin at the indented area at top and turn the handle??
